The economics of wildfire in the US

Wildfire is a natural phenomenon with substantial economic consequences, and its management is complex, dynamic, and rife with incentive problems. This article reviews the contribution of economics to our understanding of wildfire and highlights remaining knowledge gaps. We first summarize economic impacts to illustrate scale and trends. We then focus on wildfire management in three phases: mitigation before fires occur, response during  fires, and response after fires. The literature highlights economic interdependencies and spillover effects across fire-prone landscapes as the source of economic inefficiencies and motivation for public institutional response. The literature illustrates the complexity of this problem with its myriad threads, including the trade-offs of living in fire-prone environments, the prospects for using controlled fire and mechanical fuel removal for reducing wildfire severity, the decision-making environment that firefighters face, and the economic consequences of wildfire smoke on health. Economics provides valuable insights, but fundamental questions remain unanswered.

Dirt goes downhill: Are we making better post-wildfire erosion control treatment decisions?

Major concerns after wildfires are the increased runoff and erosion due to loss of the protective forest floor layer, loss of water storage, and creation of water repellent soil conditions. To reduce the potential postfire erosion and flooding, various postfire mitigation treatments are commonly used on highly erodible areas when downstream values-at-risk are high. We have developed numerous online soil erosion prediction tools to allow for better post-fire land management decision-making. We have validated our model predictions with field studies throughout the Western US that encompass a range of rainfall regimes including monsoonal rains in the southwest (Arizona and New Mexico), thunderstorms in the Colorado Front Range and Northern Rockies, and wet frontal systems in Southern California and various erosion control treatments. For example, mulch treatments (agricultural straw, wood strands, wood shreds) reduce erosion and can be effective even for the higher intensity rainfall events. Our research results have brought a major shift in post-wildfire assessment methods and erosion management strategies.

Evaluating change in bird communities from wildfire in the Arizona Sky Islands

The avifauna within the Sky Islands of southeastern Arizona includes species found nowhere else in the United States, in part due to the availability of diverse habitats created by the mixing of Madrean and Cordilleran ecosystems. Neotropical migratory bird species visit these mountains, as well as many species typical of western North American montane forests. Birdwatchers from across the globe visit the region, providing a vibrant state and local ecotourism industry. Within the last two decades, the Sky Islands have been under increased stress associated with ongoing droughts and wildfires. Nearly every mountain range in the region has been impacted by wildfires. The largest wildfire was the 2011 Horseshoe Two Fire, which burned 90,307 hectares of the Chiricahua Mountains.

Virtual fencing to create fuel breaks in the sagebrush steppe

Cows were fitted with VF collars (calves not collared) that use Global Positioning System positioning to contain cattle inside fuel break boundaries and record animal locations at 5-min intervals. End-of-trial forage utilization was 48.5% ± 3.7% and 5.5% ± 0.7% for areas inside and outside of the fuel break, respectively. Daily percentage of cattle locations inside the fuel break was initially > 94% but declined to approximately 75% by the end of the trial. Percentage daily locations of dry cows and cow/calf pairs inside the fuel break was 98.5% ± 0.5% and 80.6% ± 1.1%, respectively (P < 0.001). Our data suggest virtual fencing can be a highly effective method of concentrating grazing to reduce herbaceous fuel biomass within linear fuel breaks. Efficacy of this method could be substantially impacted by use of dry versus cow/calf pairs.

This field guide provides substantial evidence that pinon-juniper woodlands have experienced major expansion in their distribution since the late 1800s by encroaching into surrounding landscapes once dominated by shrubs and herbaceous vegetation. Both infilling and expansion affects soil resources, plant community structure and composition, water and nutrient cycles, forage production, wildlife habitat, biodiversity, and fire patterns across the landscape. Another impact is the shift from historic fire regimes to larger and more intense wildfires that are increasingly determining the future of this landscape.
